It explores the complex interplay between community engagement, public policy, and governance, highlighting the constitutional and legislative framework supporting public participation in Kenya. The article analyzes various models of community engagement, including participatory governance through devolution, collaborative approaches involving diverse stakeholders, and the use of technology and digital platforms. It delves into the significant challenges hindering effective community engagement, such as political and institutional barriers, cultural and socioeconomic factors, lack of trust and accountability, and infrastructural and technological limitations.
